Failover Clustering P4300 lefthand Storage

Hi all.
everytime i try to set up FailoverClustering i get an error "The Service has not been started" but when i run the test it says this configuration seems to be ok.
google said that ncu and network teaming should not be installed before failover clustering, is that right?
Can anyone help me please?
