3548yl switch multiplies WINS Broadcastpackets

After updating a 3548 switch to firmware 13.63 the switch seems to multiply WINS broadcast packets. I have done a packet sniffing with wireshark and the first packet (No.9) is adressed correctly with the mac address of the sending PC. The following 60 packets (No.10-70) are addressed with the mac address of the 3548yl routing switch. A downgrade to software version 13.51 which the switch runs before has no effect. So we think that its a bootrom problem which was updated to version 12.17. I have attached a packet sniffer where the problem is captured. Any ideas?

In addition to my problem I can say this behavior has been changed with firmware 14.33 but I did not know why. A deeper analyzation of the packet capture I have done brings out that the ttl of the packets is going down. Another technician told me that a cisco router can cause such behavior if he knows the 3548yl switch as gateway. Any ideas? Thanks a lot!
