4108gl Ping and Traceroute

Hello. Having some lingering connectivity issues here between Main network (4108gl) and remote Lan's. In essence if I traceroute the host and LAN (10.10.113.x/255.255.255.0), I can ping until I stop the ping. When I restart the Ping in 2 minutes, it seems to forget the route. I did add the route using IP Route on the 4108gl, but it did not seem to work. Also I noticed that this switch will not traceroute or ping to remote LAN at all if I have a manual IP assigned to the switch (using DHCP Works in the above scenario)Ideas?

ARP Table appears to be almost totally empty on the 4108gl, with the exception of the port that is connected to the main switch. That port displays 4 dynamic entries, (mail server, file server, remote network router and firewall). Why is the ARP table so small? Shouldn't it display almost every mac address connected to it? I have the switch almost fully populated.
