Anyone knows why I can't see COM1: and COM2: on my HP Vectra VL800 with Windows 2000 Professional SP3 installed?

Solution
If they don't show up in Device Manager then I'd check your BIOS setup. It's possible to turn them off with setup.
If they show up in Device Manager but have yellow or red marks on them then there is a resource conflict (Something is stepping on their interupts or memory addresses.) or they have been disabled. Device Manager is reached from Start/Settings/Control Panel/System/Hardware/Device Manager
or right click on My Computer and select Manage.
You will need a login with admin priv. to play with these.

The problem was in BIOS:
1. PhoenixBIOS 4.0 Release 6.0, BIOS version SIQ.01.11
2. Plug'n'Play OS option = YES
3. Integrated I/O Ports (Parallel, Serial A, Serial B) = Auto
4. Security >Hardware Protection / Integrated Data Communication Ports (Parallel, Serial A, Serial B) = Locked
5. Obvious solution: unlock Serial A
