Core Switch Failover Question

We have two Procurve E5406 switches. One is our Core switch/router, the other we just purchased to establish a failover mesh environment (based on bad information it turns out). Since layer 3 and meshing can't live within the same switch, what is our best option for a failover environment in the event one or more of the spoke switches loses it's path to the core?  Our spoke switches are procurve 2800 and 2900 series switches not capable of meshing.
