HP Procurve 4000m problems

We have 3 4000m switches running here. The problem that I have encountered was when I disabled traffic monitoring for all ports. With traffic monitoring disabled, when I plug new clients into the switch they are not able to reach the DHCP server and thus cannot get on the network. Even after I assign a static IP address to that client they are still not able to ping any other hosts on the network. I re-enabled traffic monitoring of all ports and now the clients do work. Does anyone know what might be going on?
