Solution
It's a fairly straight forward feature to setup. The basic commands are:
Global and Per-Port Configuration:
connection-rate-filter sensitivity < low | medium | high | aggressive
filter connection-rate < port-list > < notify-only | throttle | block
show connection-rate-filter < blocked-host >
Unblocking Hosts Per-VLAN:
vlan < vid > connection-rate-filter unblock
I recommend you read the chapter on this topic in the Access Security Guide: ftp://ftp.hp.com/pub/networking/software/6400-5300-4200-3400-Security-Oct2006-59906052.pdf
