How do i shutdown Router HP2003r gracefully? Can someone advise. Thank you!

Physically powering off is not a best practice...have you tried with power-supply off command?
It should be graceful enough.
Or...in case that power-supply off command doesn't power off the unit entirely as we expect...go wild and perform a device reboot with the reboot command (eventually schedulable) and then when the device shutdown phase is completely executed (Sys/Pwr LED off?) - and before the next one boot phase starts - perform a physical power off manually acting on the Power Switch near the Power Cord inlet.
More or less a "reboot brocken in between".
I hope it should not be necessary.
