MRTG is a pretty good and free tool to do this.
Look at mrtg.hdl.com.
You can get the hpux version on the HPUX porting center (http://hpux.connect.org.uk/).

MRTG is very convenient for performance figures. However, if you want to implement this try Cacti instead (http://www.raxnet.net/). It is based on MRTG but uses a grafical interface (alsoe available for Windows platform).

There are lots of different tools out there, some free and some expensive. I use MRTG, FLuke OVC and WGA, PCM+, and Whatsup Gold.
