Moving to 5400

We are currently running a 3660 with 12 serial connection via t1. I am dumping the 3660 and moving to a 5400 with 30mbit pipes via charter to each site. I have both the 3660 and 5400 up right now. The pipes on the 5400 go up and down constantly. If i clear the arp table on the 5400 the come up but drop again around 30 seconds later. I've checked everylog I can but I see no errors. Has anyone ever heard of anything like this?

Do you have a quick network map you can attach here along with your running config? (remove any sensitive info).

Have you compared the ARP table when it's working versus when it is not?

One thing that comes to mind is that the 5400 uses the same mac-address for each of it's VLAN interfaces. Depending on the network design, this can be a problem with other devices that only have a single mac-address table.
