Phone not releasing IP address to obtain new IP address

Hi,

We have 2 seperate VLANS (1(data) and 22(voice)). We have 2 DHCP Servers(one on VLAN1 and one on VLAN22). We have Avaya IP Phone.
80.1 and 80.171 are both ProCurve 5406zl. 80.221 is 5308 switch. The way it is supposed to work is this:

Once the phone plugged in, it should go to VLAN1 DHCP server. It picks up the 155.x.x.x IP address as well as the DHCP option info (I pasted the info below). Once it gets it, it goes back to the phone and the phone resends the traffic out and this time it goes to VLAN22 DHCP Server(as in the option from VLAN1 DHCP Server, it says VLAN22). Then it released the IP from VLAN1 DHCP server and keeps the VLAN22 IP address. However, this is not happening since we replace 9304 and 5308 with (2) 5406zl switches. I turned off dhcp-relay on both 5406zl switches. Doesn't do any good. So I turned off VLAN1 DHCP Server, unplugged the phone and plugged it back in, it still doesn't work. I had to pre-configured the phone to set VLAN = 22 and then the phone picks up the IP address from VLAN22 DHCP Server while VLAN1 DHCP Server still turned off. Another thing is, when the working phone gets unplugged, and I turn on VLAN1 DHCP Server on, then plug the phone, it doesn't pick up the IP from VLAN22. I'm pasting the VLANs info below:


The phone plugged into port B10 of 80.1. Port B10 set : VLAN1 -
untagged VLAN22 - tagged.

The link between 80.1(E12) and 80.221(C1) - both ports show VLAN1 -
tagged VLAN22 - tagged

The port (E1) on 80.221 is where the Phone DHCP server(VLAN22) plugged into.
VLAN1 - NO VLAN22- tagged

When VLAN1 DHCP server turned on, the phone doesn't pick up the IP address. When VLAN1 DHCP server turned off, the phone picks up the IP address from VLAN22 DHCP Server. I was told that when phone plugged in, it gets broadcast to VLAN1(default). We have Option 176 setup on VLAN1 DHCP Server. I am pasting 2 DHCP servers info:

I can't think of any obvious reason why this won't work if the 5406's have been configured in the same way that the previous switches were.

Just to be certain, can you attach the configs of the switches before the upgrade, and the configs of the current setup?
