Port 24 Blocked by STP, then out of pkt buffers, network down

Hi, we are experiencing repeated outages on our
Network at the Feedswitch level:
ProCurve J4903A Switch 2824, revision I.10.67, ROM I.08.07

Piecing together the chronology of the outages- they share the following:
1) Feed switch A logs: Port 24 Blocked by STP
2) Feed switches B&C within 4 seconds logs: "out of pkt buffers"
3) network is down (while STP is flapping) - then B&C log RSTP Root changed from 16384:B to 16384:B's redundant partner

Notes: we have STP enabled on all FeedSwitches
STP Enabled : Yes
Force Version : RSTP-operation
we have Qos passthrough mode : one-queue on all FS

we have BPDU off for all FS ports
BPDU Protection Timeout (sec): 0
Protected Ports :
(so where does the original FS A "Blocked 24 due to STP come from"?

- You have (R)STP enabled
- You do not ignore BPDU packets (protection off)
- you have a redundant network
=> so STP needs to block a port in a loop.

please explain term "feed switch" (core, distribution, access switch?).
please give more info about your network topology.
