all upling(between switches) port must be same speed and same media type
for example
one switch on uplink port have 1000 base t full duplex ,other switch uplink port must be 1000 base t full duplex

I know a possible solution is to add a 24 port gig switch and connect the uplinks into gig interfaces. But with IT and management, need has to be proven to some people. Thanks!

why don't you install ProCurve Manager plus (PCM+) - at least temporarily, it comes with a 30 dyas evaluation license.
You can download it at http://www.hp.com/rnd/software/network_management.htm
When you enable Traffic Sampling (what the tool does by default for all switch-to-switch links), you will receive very valuable sFlow (see: www.sflow.org) information which not only tells you about the link usage, but also who is talking with whom (communication matrix).

no link mismatch speed duplex or another problem on interface .
drop creation on port(49) mainly cause flow udp protocol on port
udp not use unknowledgement mechanism in this way some ethernet packet drop on network.
