I'd like to create a CLI-script to configure a device-group. How I have to write the syntax for passwords?

You made a little mistake (user-name parameter):
password operator user-name admin

May be this help.
Or you can use a special action in Policy Manager to configure operator or manager passwords.
Action would something like this:
category: Device Management,
subcategory: Communication Parameters or User Credentials

on Procurve switches running software K.xx.xx (i.e. 5400) you can set the manager password in a single line:
Switch(config)#password manager plaintext
