Procurve 2910al not giving enough power to Cisco 1252 access points

We have a few 2910al-poe switches that can give over 15.4W per port. However our Cisco 1252 access points are only seeing 15.4 which is not enough for them to operate fully with 2 antennas. I have tried the following config settings:
int 9
poe-allocate-by value
poe-value 33

show power b returns:
9 | Yes high value 33 W 12.9 W

Does anyone have any ideas on how to make the Cisco AP take more power?
