Dell's are laptops and using dhcp. Procurves are about 3 years old.I have one few month old procurve and there is no problem, same softwares in both switch. Could that be ASIC problem ?

Are you certain that is fact?
My guess is your problem is the OS feature, Windows Fast Logon Optimization.Is your logon script a GPO or legacy script? GPO scripts are unaffected by that feature. Try enabling the RunLogonScriptSync GPO setting.
None the less, you should be disabling LACP on the switch ports serving laptop and desktop PCs.
