Proliant Interconnect Switch Firmware Upgrade Tool can't find switch.

Just recently I've upgraded the rest of our GbE2 Nortel switches to the latest Boot Image
and FW to version 2.2.0. I have one switch that for some reason the Proliant Interconnect Switch Firmware Upgrade
Tool that I'm using can't find the switch even though I can ping the switch with no problems. I have my laptop directly plugged into ports 23/24 when I'm doing this and is the way I've upgraded all the others. Currently the switch is at version 2.1.0 for the Boot Image and FW. Has anyone seen this? I've verified the SNMP community strings are set properly. I've rebooted the switch multiple times with no success. I've done a config dump for the switches that work and compared them to the one I'm having trouble
with and they appear to be configured the same.
