QoS layer3 marking

Hello,

I have a question about layer 3 QoS marking.
On our edge switches we mark our voice traffic with the dscp value 46/ef(Globally-Configured QoS).
When I read the Advanced Traffic Management Guide,its not totally clear if the following command has to be activated on our edge switch: qos type-of-service diff-services
so that the switch assigns the packets to the correct traffic class and queue according to their DSCP values.

Does hp procurve equipment honor dscp values by default ?

Another question I have is regarding the QoS assured forwarding technology used in the HP procurve equipment.

Cisco follows the standard RFC 2597 where there are four AF classes defined where each AF class is in each DS node allocated a certain amount of forwarding resources. Within each AF class IP packets are marked with one of three possible drop precedence values.

The strange thing I noticed is that HP gives af13 a higher priority then af11. Wot is the reason of this behaviour?
