Secure Management VLAN

I have the following questions: To set up secure management VLAN on a HP Switch. 

1. Do you need to enable SNMP on the switch?

2. Does DHCP reply work if the DHCP server is on another VLAN?

3. Does the secure port need to be set up as a tagged or untagged?
