Shutting down a FC Switch

MSA2012FC with two FC controllers on each side.
AE370A... Two of them. Can I shut one off?

Is there a command to see if these FC switches are both activated?

If one is in a passive mode can I upgrade the firmware then make it active then change the one that was active to passive and upgrade that firmware?
