Tannoy and Modems

Hi,

I want to use an analogue modem to make automatic tannoy announcements. The plan is to have it work as follows:

User sends email to server containing the persons name to announce in the subject line.

Outlook 2003 gets the mail and triggers a specific script to run which is triggered by the Subject line name so the announcement will be corect.

The Script triggers the modem to go off hook, dial an access code then play the sound file then go on hook.

Can anyone think of a way of doing that? It seems like a good idea but I am stumped on the modem part.
