What sort of switches will you be monitoring? If ProCurve you should use ProCurve Manager Plus. It also has a VLAN creation wizard.

Some Catalysts series are able to monitor monitor traffic routed between VLANS with netflow protocol.

Masmix: Netflow protocol implementation is wery expensive protocol in therms of hardware. HP and some other vendors create SFlow. You can find a lot of valuable information about SFlow here - www.sflow.org
HP ProCurve Manager Plus statistics collection also based on SFlow.
