What "excessive downtime?"

Change the DHCP scope to update with the ProCurve's IP for that vlan, save your changes, erase all the leases, and tell everybody to reboot their PCs.

This is an ugly aspect of replacing a core-switch/router combo, but its the price of progress. Look on the bright-side--they're paying you to do this!
