Why the lower Throughput (PPS) on 4200 vs 4100?

Why the lower Throughput (PPS) on 4200 vs 4100?

I've been trying to find why the 4200vl has such a lower PPS than the 4100 when the rest of the performance metrics are such an improvement. Since the modules are all the same, I get the impression that the 4200 is the replacement series for the 4100, is this not the case??

Any ideas are welcome.
