c 3000 blade enclosure bl-460G1 server two CIsco MDS 9124e FIBER MODULE(MAZINENE)

When I have installed two MDS 9124e Fiber chanel card in c3000 enclosure at Mazenine 3 and 4 . After installation both card not working with MSL-2024 AND MSA-2012 FIBER Channel card continue Amber light not green or link light open and als0 when i insert the IP address by on board administrator both card not accept these ip. UID light on AND power light normally work.But fiber patch cord not show the link light (transmit and receive)properly. What is the problem please send me some infromation about this problem.
