compaq sw5450 is incoherent

I just bought a compaq sw5450 switch. When I power it on, the power led glows green, but the mgmt led glows orange. None of the 48 ports will show a link when a working computer is plugged in. No activity is noted on the serial interface. What can I do to troubleshoot this problem?
