About the DNS resolve

I have two nameservers in /etc/resolv.conf in HPUX server:
nameserver1
nameserver2

As I known, if the nameserver1 is not available, the HPUX will try the nameserver2.
My question:
If the nameserver1 is available, but refuse resolve, does the HPUX try the nameserver2?

Name servers are queried in the order they appear in the file primary, secondary

From the 'man 4 resolver' man page:

"The algorithm used is: Try a name server; if the query times out, try the next and continue until all name servers have been tried, then repeat trying all the name servers until a maximum number of retries have been made."

So, if nameserver1 is available and answering queries, but is unable to resolve a request, then NO it will NOT go to nameserver2.
