Re: Bug or any issue with RHEL AS 4 Update 3
What I have seen in the past is that many application vendors only test whatever is current when they release their product, but when you call and ask they say that newer versions should work fine. A few really do insist on using specific versions, especially non-bundled JDKs or kernel releases, which causes problems because you have to document all the issues that you're not able to patch.

Re: Bug or any issue with RHEL AS 4 Update 3
The latest the Update, the better it is. I think redhat 4 has update 5 also available. I would choose update 5.
RHEL AS 4 U4 is also very stable.
Good luck!
kind regards

Re: Bug or any issue with RHEL AS 4 Update 3
depending on the way you intall redhat 4, you might have an issue.
I use RDP (rapid deployment Pack) and sometimes need to manually create kickstart file, I had trouble with option pci=monconf in argument of vmlinuz when booting kernels.
this option seems to be included in update 4 and latter.

SolutionI know clustering was pretty broken on update 3. Failover didn't work well at all with ilo. Update 4 has problems with rgmanager.
As far as the httpd server goes, nothing awful, there are always interim released of the httpd server to deal with flaws and security defects.
