I have hp RX6600 running hp-ux 11.31. I try to connect using Xmanager, but returns error.

Shalom,
By default HP-UX 11.31 does not install CDE.
Insert the first DVD, mount it and run the install. The easy way is swinstall -i
Then choose.
Then install
Also:
/sbin/init.d/xfs start
edit /etc/rc.config.d/xfs to enable auto start of the font server.

Solution
Check if CDE is installed on the server
# swlist -l product |grep -i cde
Check if you are able to login to CDE in FailSafe mode
Check if /etc/nsswitch.conf exists. If not, I would advice you to copy it
# cp /etc/nsswitch.files /etc/nsswitch.conf
If it exist, see that it has the following entries
hosts: files dns
ipnodes: files dns
Also check if the hostname and IP address are mentioned in the /etc/hosts file
# swlist -l product |grep -i cde
