CPU Count Different in GLANCE & TOP

Top shows 16 CPUs and Glance shows 12 Active.
Which is correct?
Is there a command line to till me if they are ICAP? How many does HP-UX use to run the system?

you can either check like this

#print_manifest
#machinfo -v

#echo "selclass qualifier memory;infolog"|/usr/sbin/cstm
