Can not enable SysFaultMgmt monitoring

Can not enable SysFaultMgmt monitoring

Doing "sfmconfig -t -a" I get the following:
EMS hardware monitors are enabled & SysFaultMgmt is not monitoring any device.

Truing to disable EMS and enable SysFaultMgmt by doing "sfmconfig -w -s" and I get the following:
An Error occured while executing command.
Error : CIM_ERR_METHOD_NOT_AVAILABLE: switchDiag



OS: HP-UX B.11.31 U ia64 3

Tried to uninstall and re-install SysFaultMgmt but still the same issue.
