Can't shutdown as root? :S

Hey guys linux noob here, got lumped with a legacy server running HPUX B.11.00

I'm logged in as root but still can't shutdown? :S

Oh and this is what i have in my shutdown.allow

+ root

+ axadmin

+ axemladm

+ axrmaint

Sounds like corruption in the passwd file.
Run pwck to see if any errors are produced.
See if there are duplicate root users in the passwd file: logins -d
