Cannot install patches - 'you do not have required permissions ....'

Trying to install some patches that relate to Data Protector software (eg. PHSS_30133). Using swintsall (not from command line) and getting the following error :

"You do not have the required permissions to perform this operation. Check permissions using swacl command or your ask sys adm for help"

Not seen this before when installing patches, not sure about the swacl command either. All help will be rewarded and gratefully received!

to tell you the truth, I haven't seen that either, but I found Document id: KBRC00013678
in the tech base:

This is usually caused by swagentd not running or being confused by a networking change. Use the start/stop script to restart swagentd:

/sbin/init.d/swagentd stop
/sbin/init.d/swagentd start
