Capacity On Demand?

Hi all,

I need some advice here. I have 2 server and running Oracle apps and database. My plan is to use 2 cpu, 1 cpu for the live running server and one more is for standby. Can anyone here tell me is this possible and what about the Oracle licensing? .And is this called Capacity On Demand (COD)?

You can also use work load manager or Gwlm, so the spare cpu is activated on demand buy any server, depending the workload you configure, here is more info:
