Configuring console to come up with x windows

It has been nearly a year since I've set up an HP-UX server, and the last one I did was 11.23.  I'm setting up a 11.31 server now and can't get the console to come up in a x session.  I'm trying to refer to my notes with 11.23, but it seems that things have changed.  I've searched here and Googled for step by step instructions and I'm not hitting it.  Instructions or a good link would be appreciated.

CDE is no longer installed by default on 11.31.
