Does the registrar service have to be running for EMS notifications? I tried testing it with a send_test_event and I would only see messages if I had the registrar service turned on in inetd.conf. If I turn off registrar, will EMS still send any EMS alerts?

Shalom,
You should be able to configure EMS to send out notices via email, which would not require the any services to be running in inetd.conf
There are a lot of good documents in http://docs.hp.com on EMS.
