Because every system is sending them, I assume it is not specifict to one hardware. I have installed the latest EMS, but the problem still occurs:
# swlist|grep -i diag
OnlineDiag B.11.31.05.06 HPUX 11.31 Support Tools Bundle, March 2009
The systems are Integrity s11.31
I have googled but only found hits from 2002, which I don't consider for 11.31.
Any help would be much appreciated.

It would be more useful if you put the whole description of the event:
You can check it in /var/opt/resmon/log/event.log
(latest information is at the bottom)

requirements about 11.31 March 2009 OnlineDiag ?
As you are installing 11.31 March 2009 OnlineDiag, you have to
install March 2009 SFM as the OnlineDiag Release Notes states:

Also you have to install EventMonitoring A.04.20.31 or later and
ProviderSvcsBase C.01.00.01 or later to resolv successfully the
dependencies for OnlineDiag and SFM.
Here's my environment I cold-installed 11.31 March 09:
% swlist | grep -e EventMonitoring -e OnlineDiag -e ProviderSvcsBase -e SysFaultMgmt
EventMonitoring A.04.20.31.03 Event Monitoring Service
OnlineDiag B.11.31.05.06 HPUX 11.31 Support Tools Bundle, March 2009

I recommend that you swremove OnlieDiag and installing a different version. You may need to log a support call or pull it off an older Applications DVD

I see a SIGSEGV in /etc/opt/resmon/log/api.log:

You should doublecheck whether all of the bundles I mentioned
are installed. I hope the maga bundle can resolve your and
Elmar's problem.
I guess both of you are encountering the same problem.

This implies that an install or an upgrade to SysFaultMgmt March
2009 version or later would require an upgrade of OnlineDiag
March 2009 version or later and vice versa to ensure that both
the products remain fully functional.
