FTP slow after OS upgrade to v 11.31

Hello,
We have upgraded the OS from 11.23 to 11.31.
I am not sure if this is related to the problem with very slow FTP transfer.
Any help would be appreciated.

Check nic card making sure the setting hasn't been changed.

Which part of FTP is slow? Does it take too
long to get logged in and to get the first
"ftp>" prompt, or is looging in speedy, but
the actual file transfer is too slow?

1st.. I am glad your upgrade worked..it typically does not.. or at least you start running into problems like this ;)

lanadmin -x # (for each active NIC)
e.g.
