Also any kind free open sourc tools will also do.
Meaning open source server will be running performance management software and each HP ux will be running client or agent on it to collect perf data.
Any kind of help would be highly appreciated.

If you can spend money and buy HP UX servers and OS, I am surprised to think about implementing a free third party tool to monitor a prestigious product.
What ever avaialble as free is there in
software.hp.com
If you want to buy , go for OVPA and OVPM ( openview performance manager)

It is business situation. We are bidding at a customer place wherein customer has clearly metioned that commercials will be driving the bid.
Now customer is presently monitoring system manually, I would want to have some tools in place (even though if it is freeware) so that process can be set for monitoring and management.
Hope you understand this. If you know some free/open source monitoring tools for HP UX; please let us know.

For health monitoring consider to use SFM (system fault management) together with HP's IRSS/IRSA (Insight Remote Support) or SIM.
It's all free.

meaning should be able to not only collect and display the performance data but also store it for for future usages like trending.
We will be implementing IRS. So health will be automatically monitored.
