HP IPFilter - slow response
block in all
pass in from x.x.x.x to any port = 23
It takes about 3 min minutes to get a logon screen when using telnet. What I have noticed if I do not specify the port the response is fine.
I have tried to use quick, proto tcp with keep state, I am still getting a slow response.
Any ideas?

This could be due to slow DNS response.
Is the login via name or ip address number.
Try it via ip address number if its faster. If so, it has nothing to do with ipfilter.
Also, try turning off ipfilter and see if it solves the problem.
Install the latest OS QPK and see if that improves response.
Report results and we'll move forward.

I have installed the latest QPK - still same problem.
If I disable the rules then the response is good.

block in all
to:
block in proto tcp from any to any
