Note that v1 and v2 have the same end of life date. If your applications support it, consider 11.31, 11i v3.
Advantages in moving up:
1) More dynamic kernel variables. Less need to reboot.
2) Higher performance kernel
3) More software options.
4) Improved security
5) Longer end of life date (v3)
6) NFS v4 availaiblity (v3 only)

If I had the choice, I'd move immediately to 11.31 (11iv3). Both 11.11 and 11.23 will reach their end-of-sales this December 2009. Nothing new is going to appear for 11.11 whereas some nice back-porting has occured for some 11.31 features to 11.23.
Remember, 11.31 has now experienced its third "update":

...which means that it has matured nicely.

To add, since you don't specifiy your hardware base, make sure that your server is supported on either 11.23 or 11.31 by checking the installation guide:

"[...] This release of HP-UX 11i v2 release fully supports the following HP 9000 servers and HP Integrity servers, as well as the new PA-8900 processor. [...]
HP 9000 Servers.
* HP 9000 rp24x0 and rp34x0 series
* HP 9000 rp44x0 and rp54x0 series
* HP 9000 rp74x0 and rp84x0 series
* HP 9000 Superdome server
* 64-bit A-Class, L-Class, and N-Class servers
Integrity Servers.

Looks like all the 64-bit PA-RISC servers with a PCI(-X) bus are supported.

The 11iv3 support for PA-RISC servers is a bit more limited than 11iv2. Here's the list from the System Firmware Matrix.
Minimum Firmware Requirements for 11iv3:
HP 9000 PA-RISC Servers
rp2400/2450 Not Supported
rp2430/2470 Not Supported
rp34xx PDC 45.44
rp44xx PDC 45.44
rp5400 & rp5450 Not Supported
rp5430 & rp5470 Not Supported
rp7400 Not Supported
rp7405 & rp7410 FW Version 6.5
rp7420, rp8420 & rp8420 IOX FW Version 3.2
rp8400 FW Version 6.5
rp7440, rp8440, rp8440 IOX FW Version 6.5
HP 9000 SuperDome PA 8600/PA 8700 FW Version rel_5.5 (PDC FW version 36.8, Utilities 7.34)
HP 9000 SuperDome PA 8800/PA 8900 FW version rel_6.2
Rule of thumb seems to be:
- if it's a rp84xx or a Superdome, it is definitely supported
- if it's a new "graphite" colored server, it is supported
- if it's one of the older "white" ones, better check the list.

You need to look at later 11.23 release documentation before they mention PA is supported.
