How can I change the default (system wide) UMASK in a trusted system

The default umask in a trusted 11.31 system is 0022 (rw-r--r--) defined in /ect/default/security file. If I modify the UMASK to 0002(rw-rw-r--) in the security file, I still end up with 0022 default for all file created.

Do I need to modify the /etc/pam.conf file? If so, with what?

You should also check /etc/profile and any .profile files in users home directories for umask settings in case it is getting reset somehow.
