SolutionThis will allow for the deconfiguration of CPU's by firmware (down to 2).
Basically run > cpuconfig 7 off
See 'help cpuconfig' for more.

Hp Told me to:
1) Enter the EFI shell
2) Type cpuconfig [#] OFF (where # is the number of the CPU you want to turn off) (cpuconfig # ON, will turn it on)
All changes will take effect on next boot of the server.
To verify the status of CPUs, just type cpuconfig.
