SolutionEVM is an important service, and stopping it to cut down the emails is not a good idea. The reason it's being restarted is that esmd (the essential services monitor daemon) is monitoring the EVM daemon and restarting it when you terminate it.
It's possible to edit /etc/evmlogger.conf to customize what happens in response to specific events. This mechanism should allow you to suppress the bothersome emails. See "man evmlogger.conf" for details on the file format. (You'll need to run evmreload after making any changes to this file.)
If you're not comfortable with making these kinds of changes on your own, you could also contact HP support for help.
Hope this helps,
Martin
