If the system is up and running why don't you try to put the file through ftp /sftp / scp from last good backup?

If you still not able to access the server by any of the above method, then boot into single user mode, mount the usr filesystem, then copy the '/usr/newconfig/etc/passwd' to /etc/passwd.
After that change the root password using passwd command reboot it. Once rebooted recover the /etc/passwd from last backup if you have one.

Booting in Single User Mode, doesn't prompt for root Password,
so you can interupt the boot Sequence
ISL>hpux -is
