The first two answers did not get your question. As I understand, you want to do something like this:
swinstall -s some.internet.host.com:/depot/software
and expect to install it. If this is what you are after, the answer is NO.
And if you look at the innards of yum or apt-get, they are just facilities to combine getting the package from the internet servers via http, storing it locally in a temporary location and doing a local install then cleaning up the downloaded packages.
swinstall process needs to access more than just the standard ports that no host on the internet will allow access to. It is not feasible to implement such thing for hpux. Heck, I can get to a depot server in my data center from some heavily firewalled subnets. Expecting it over the internet would just be a dream.
