So, let me present my question another way:

I have an HPUX Integrity server. It CANNOT connect to the outside internet. It CANNOT use physical media to update.

How can I update my server from a local source? If this isn't possible, then I guess we can't do what we intended to do.

Not a problem. It is quite common to isolate Unix servers so you update using a laptop. Download the files to the laptop, then take it into the computer room and connect it to the network that has the rx2800. Use ftp or scp to transfer the files.
