can we configure NFS on second NIC instead of using the primary Network connection

Sure. When mounting just be sure to use the IP address of the 2nd NIC from the NFS client rather than the primary.

let me ask is this can improve our NFS performance if we use second nic and export these to other HPUX 11.23 box

do we need to add same subnet ip or we use different subnet as well also need to add second nic ip entries in hosts file

It totally depends on the requirement ,that how much I/Os goes over NFS, if you want to
separate the network load over NFS you may use a dedicated subnet but your clients must have
access.

if you need to bind that lan with a new name
yes you may make the entry in the /etc/hosts
file on either side other wise nfs mounts
works with IP as well.
