Not able to change a password

Dear All,

I have created a new user in a rp3440 with HP-UX 11.23 with user id 0 (non unique).

The problem is as soon as I run the command to assign the password for the first time, it asks me the OLD Password :
As the password is null, so when I press enter to that point. it truncates the command with a sorry message.

What to do :

Please suggest

From root user use the command:
passwd newuser

I was doing the same way. But it is not working.

What about the force way to reset
passwd -f user

that's generally a *bad* idea. not only will you get dinged in security audits, take a guess at what happens if you goof up removing said user from the system.
