If openssl has been re-released by HP it will be found on http://software.hp.com
For some applications HP software support provides binary replacement but probably not this.

In that case, a direct complaint to the
vendor might be appropriate.
As with most open-source software, if you
want the latest code soonest, then you may
need to do some work yourself. "Work or
wait" is my motto. (Well, one of them.)
